Ray Ludwiszewski, Washington, DC — Ray joined the firm's Environmental Litigation and Mass Tort Practice Group after spending eight years in senior legal positions in the United States government dealing with environmental regulatory issues and litigation in the Environmental Protection Agency and the Justice Department. At EPA, Ray served as General Counsel and as Assistant Administrator for Enforcement. At the United States Department of Justice, he held a number of senior positions, with an emphasis in environmental litigation: serving first as Special Counsel to the Assistant Attorney General for the Environment and Natural Resources Division, and subsequently as Associate Deputy Attorney General.
Alex Southwell, New York, NY — Alex's practice focuses on white collar criminal and regulatory enforcement defense, internal investigations and compliance monitoring, complex civil litigation, and information technology related investigations, counseling, and litigation. Prior to joining the firm, Alex served as an Assistant United States Attorney in the United States Attorney's Office for the Southern District of New York. Alex is an experienced trial and appellate attorney and regularly represents corporate executives and individuals in connection with white collar criminal investigations and prosecutions by federal and state prosecutors, as well as related civil investigations by a wide range of regulators involving allegations of securities and accounting fraud, environmental crimes, tax fraud, health care fraud and compliance, Foreign Corrupt Practices Act, computer crimes, and public corruption, among other areas.
Marcellus McRae, Los Angeles, CA — Marcellus is a partner in the Los Angeles office of Gibson, Dunn & Crutcher. He is Co Chair of the firm's White Collar Defense and Investigations Practice Group and a member of the firm's Litigation, Government and Commercial Contracts, and Media and Entertainment Practice Groups. Mr. McRae's litigation and white-collar criminal defense practices focus on a wide variety of business disputes, internal investigations, and criminal prosecutions including defense of individuals and corporations in cases involving allegations of: financial fraud, false claims act violations, public corruption, violation of federal and state environmental laws, health care fraud, wrongful death, criminal antitrust violations, and other matters. He also represents and advises employers in wrongful termination, retaliation, and whistle blower claims.
Thomas McHenry, Los Angeles, CA — Tom is a member of the firm's Environmental Practice Group. He practices general environmental law with an emphasis on air quality, hazardous waste, environmental diligence, land use and energy issues. He represents clients in negotiations with state and federal environmental agencies including air quality management districts, regional water quality control boards, the Department of Toxic Substances Control and the California and U.S. Environmental Protection Agencies in the context of air quality, soil and groundwater cleanup, California Environmental Quality Act (CEQA), facility siting, permitting and other environmental and natural resources issues. Tom has served on a number of California governmental advisory bodies including: the California EPA Blue Ribbon Commission for a Unified Environmental Statute, the Department of Toxic Substances Control CEQA Guidance Advisory Committee and the DTSC Regulatory Structure Update, Fee Reform and Site Mitigation Update Committees.
