Abeer Bokhari is an associate in Gibson Dunn’s Riyadh office. Abeer’s practice focuses on regulatory, public policy and corporate law. She regularly advises clients on various matters relating to government initiatives and projects.
Prior to joining Gibson Dunn, Abeer was an associate based in the Riyadh office of a Magic Circle law firm. She completed her law degree at King Abdulaziz University in 2014 before completing her master’s degree at George Washington University in 2016. Adeer is admitted to practice law in Saudi Arabia. She is a native Arabic speaker and is also fluent in English.
Representative Experience*
- Led the regulatory structuring of a Giga project, including advising on the policy and administrative enablers, exemptions and incentives. This also included participating in advising on the project’s strategic directions with the strategy advisors, and engaging with the Royal Court teams and the relevant regulators.
- Advised multiple clients on the regulatory structures and incentives for potential special economic zones and for strategic engagement plans with the regulators.
- Advised a government entity on the amendments of its Bylaws, including conducting a baseline benchmark, and assisted in drafting the proposed changes.
- Led the team advising a ministry on introducing innovative mechanisms to involve/engage the private sector in monetizing the public assets. This also included conducting a current state assessment, reviewing the benchmarks, and devising the appropriate implementation plan in light of the KSA legal system.
- Led the team advising a government entity on the KSA urban planning legal system for the purpose of introducing a new urban code across multiple Giga projects, RDAs and Royal Reserves. This included advising on the overlap of the authorities of the sectoral entities and the entities with spatial jurisdiction.
- Advised multiple government entities on drafting internal policies and procedures, including Board and sub-committees’ charters, HR, conflict of interest, whistleblowing, and cybersecurity.
- Advised State-owned companies on the new Privatization framework (PSP Law).
